By order of the Government of the Russian Federation, the Center for the Operation of Ground-Based Space Infrastructure Facilities (TsENKI, part of the Roscosmos State Corporation) was appointed the general contractor and the sole contractor for the construction of nine facilities of the first stage of the Vostochny cosmodrome. As part of this work, the construction of seven residential buildings in the Zvezdny microdistrict in the city of Tsiolkovsky will be completed, the Complex for the storage of rocket fuel components, the Complex for the operation of the fall areas, the Complex for the processing of construction and solid domestic waste will be completed, in addition, the construction of the Industrial construction and operational bases will be completed No. 1 and No. 2, meteorological complex, roads and railways. All of these facilities were not completed by the previous contractor.
The most important priority of social importance is the construction of residential buildings in Tsiolkovsky. By the end of 2021, it is planned to complete the construction of seven apartment buildings here, which will provide housing for 576 families of employees of the Vostochny cosmodrome. This will allow for the next 3-4 years to provide housing for all calculations of the Vostochny Space Center involved in the launch campaigns of the Soyuz-2 and Angara launch vehicles.

The construction at each object of TsENKI will be carried out by its own forces and by the forces of contractors, contracts with which have already been signed. The contractors have prepared shift camps. By the end of the week, some of the workers will be deployed, and the bulk of the builders will be mobilized until August 10, 2020. Fighters of student detachments were also involved in the work, 70 students are already working at the facilities. In total, at different times, depending on the work schedule, up to three thousand builders will be on the sites.
At the same time, at the Vostochny cosmodrome, work on the construction of three most important facilities entered the home stretch. Construction and installation work on water intake facility No. 5 is nearing completion. Construction and installation work at the Soyuz-2 launch site is also almost complete. The work at the Technical Complex will be completed on August 24, 2020.
